well well, here comes some news, This could be a minor bug, since non experts could really have trouble over this, but after doing an apt-get update as well as refreshing the install sources (didn't add or remove any), i could now install the driver.
the driver is now working fine, $ fglrxinfo display: :0.0 screen: 0 OpenGL vendor string: ATI Technologies Inc. OpenGL renderer string: Radeon X1300/X1550 Series OpenGL version string: 2.0.6334 (8.34.8) the only exception, and this i dont know if it is a bug, the highest available resolution was 1024x780.
