Public bug reported:

Binary package hint: upstart

As shown in the attachment snipped from /var/log/syslog, the /etc/init/rc.conf 
file can sometimes fail if the
"console output" stanza fails.

Commenting that stanza out seems to fix the problem and allow rc.conf to
run properly.
