Well, of course you can fix this by manually downloading and installing the latest natbib version into a texmf tree of your choice (system-wide or user-based). But still it remains a bug in ubuntu - there should be no version conflicts in the packages of a LTS version. The fix would certainly be to include natbib 8.31a into texlive-latex-base.
