The only difference being:

In System-> Preferences-> Network Proxy:
  I click the location dropdown menu and select new location (1st time only as 
it saves my location preferences)
  I check "Manual ..."
  I check "Use the same ..."
  I write the address of my proxy
  In detail, I encode my login and password.
  I click Apply System-Wide

In a terminal:
  cat / etc / etc / apt.conf gives me lines for http and ftp (no line for 
https?)
  echo $ http_proxy gives me the proxy

I go back and select the default location (set to direct internet connection)
  I click Apply System-Wide ...

In a terminal:
  echo $ http_proxy is not empty and still contains the proxy
  cat / etc / etc / apt.conf is empty
