JohnAspinall: Ever since I installed Ubuntu Lucid a couple of weeks ago, I have suffered form the same problem as you, i.e., repeated CPU-spikes and ethernet port lights on (on a lenovo T61).
Today I tried to experiment a little by loading a live CD with Ubuntu Jaunty, but I experienced the same problem. Then I tried to load Windows Vista which was also not able to use the ethernet port. This led me to the conclusion that my ethernet port probably was broken. As a last experiment, I powered off the laptop, unplugged it and removed its battery for approximately a minute. Then I connected the battery, the power and turned it on. And guess what: It apparently solved the problem! I now have a functioning ethernet port and the CPU-spikes are gone.
