Speech-dispatcher does indeed find the file there, but at this point, it
is configured to use festival by default. You hear nothing because you
have to have the festival server running in order to get speech output.
Since Ubuntu now ships espeak by default, I will change speech-
dispatcher's default configuration to use espeak.
