Joel, Please attach the output of 'grep rc-sysinit /var/log/syslog' following a failure of cups to start, booting again with --verbose; and attach both that output and the matching /var/log/boot.log. Please also check whether running 'start rc-sysinit' causes cups to start.
Your results show that the rc-sysinit job is being started (ruling out a recurrence of previous /etc/network/interfaces bugs), but that it doesn't succeed in getting runlevel 2 to start.
