Must correct myself: It indeed was part of debian-goodies before (back
in 2006/2007), but since ifupdown-extra version 0.8 it is part of
ifupdown-extra. It was removed from debian-goodies with version 0.39,
so the last Ubuntu release containing network-test in debian-goodies
was Hardy having debian-goodies 0.38, while the bug report is against
9.04 Karmic which contains debian-goodies version 0.51.

So it looks as if the reporter's Karmic installation contains a very
out-of-date version of at least debian-goodies.
