Public bug reported:

the cpu-scaling frequency application within ubuntu no longer behaves
properly and is consistently switching itself from "OnDemand" to
"Performance" by doing this is is causing my cpu's temp to rise upwards
of 10+C above what it used to be. And also ~another 2C above what it is
in windows with RMclock handling the on demand clocking.
