Hi Santos. Thank you for taking the time to report this bug and helping
to make Ubuntu better. I note that this bug was reported a very long
time ago with no activity since, I am suspecting this problem may
actually have been long solved. If you are still experiencing this
problem in newer versions of Ubuntu, please report back here.

Status in “tzdata” package in Ubuntu: Incomplete

Bug description:
The time zone for Caracas is set as GMT-5:30 and the official time zone for 
Venezuela, Caracas is (GMT-4:30). Is the same on the LiveCD or after installing 
Xubuntu or Kubuntu.
