Thanks for your report.

This error (inconsistent state is usually due to an interrupted installation 
which seems to be your case) You can workaround it by reinstalling the package 
before removing it. Open a terminal and run:
$ sudo apt-get install --reinstall geda-symbols

Then try to remove it again. Tell us if it fixes you problem.
