Keyboard layout being changed to 'us' when upgrading is probably related
to the problems with reconfiguring xorg (by restricted-manager?), see
Bug #94365 and add further comments there if necessary.
Closing this report since you indicate the problem is gone once
xorg.conf is fixed.
