Binary package hint: kdebase-workspace
The kdebase-workspace systemsettings module was substantially redesigned
for KDE 4.5. The advanced tab (where userconfig used to live) is no
longer and userconfig is not available in systemsettings.
It is installed and works, it just isn't accessible through
systemsettings.
