I've tried the new kernel of the development branch maverick.

$ uname -a
Linux zwhuang 2.6.34-5-generic #13-Ubuntu SMP Tue Jun 1 19:49:41 UTC 2010 i686 
GNU/Linux

After trying two times of suspend/resume procedure, I am sure that the
new kernel improves the situation. The time of resuming reduced a lot.
However, it still takes about 15 seconds to make the whole system wake
up.

$ dmesg |grep "PM.*battery"
[  229.692016] PM: resume of drv:battery dev:PNP0C0A:00 complete after 
14569.991 msecs
[  471.171606] PM: resume of drv:battery dev:PNP0C0A:00 complete after 
14585.570 msecs
