Yes, but actually randr does not offer any lower resolutions than 60Hz on any of the external outputs I have tested using 1024x768.
I just re-tried this on my 19" screen, which supports higher resolutions (up to 1280x1024) and higher refresh rates (70Hz and 75Hz). Setting it to 70.1Hz had no effect, but using 75Hz makes the problem disappear! I have no access today to the beamers, but I remember that they only offered 60Hz and "Auto". Nevertheless, booting the 9.10 livecd without setting anything produces a clear image on the 19" screen, so for me this is a regression.
