It's not run by default because bringing the interface up before associating with the AP is *not* the right ordering for the majority of cards. If this is still a problem with the current broadcom drivers (bcmwl-kernel-source), then I think that should be handled by this package providing an if-pre-up.d hook script instead that automatically detects devices using this chipset and running the 'ifconfig up' there.
