It is terribly inconsistent from a UI design stance. It doesn't make sense to accompany a label with another label that introduces it. If the former doesn't stand on its own, something is wrong with it. Finally, the other preference related to top posting, “Start typing at the bottom on replying,” is not under the “Top Posting Option” title but among the other check boxes.
