Using Network Manager? What happens if you right-click on it and untick the "Enable Mobile Broadband" box? For me, that allows reconnection without unplugging - although not ideal of course. (I guess it kills modem-manager, from what ehasenle said.)
The really annoying thing is that with Ubuntu 9.10 I had the whole mobile broadband thing set up and working perfectly - plug in modem, pc would connect, and keep reconnecting silently in the background every time the signal dropped as my train journey proceeded.
