Thank you for the report.
But this is not a bug, as you can confirm by seeing your own cache with:
$ ls /var/cache/apt/archives
And look at the filenames, some filenames is showed with some 'different'
characters, as you described before.
In my cache resulted something like that:
...
xchat-gnome-common_1%3a0.16-0ubuntu3_all.deb
xorg_1%3a7.2-0ubuntu7_i386.deb
xorg_1%3a7.2-0ubuntu8_i386.deb
xserver-xorg_1%3a7.2-0ubuntu7_all.deb

xserver-xorg-input-synaptics_0.14.6-0ubuntu4_i386.deb

So the file name doesn't changed, only the way of bash (or other ways) shows it
to you is 'wrong', but the filename is the same.
