Regarding comment #80 from Reynaldo Matos Hortensi:

I just booted 10.10 "Maverick" from Thursday's live CD on my Averatec
laptop. I then changed the cursor from the default to Redglass, and was
able to resize it - with the size of the arrow pointer cursor changing
as I moved the size slider. After closing the Appearance dialog, all
forms of the cursor had changed as expected: the arrow pointer, the
vertical-bar text cursor, the MOVE cursor (4-pointed arrows), all 8 size
cursors (for dragging 4 sides and 4 corners of a window).

I was also able to do this running Maverick in a Sun VirtualBox VM,
running under Lucid, on my Dell notebook. (But the problem still exists
in Lucid).
