Public bug reported:

When I go to http://www.go-compiz.org/index.php?title=Compiz-Settings
then click on the Feisty package it will not install no matter what I
do.  I get this error:

"Could not open 'compiz-settings_0.07-2_i386.deb'
The package might be currupted or you are not allowed to open this file.  Check 
the permissions of the file."

Needless to say I have superuser access and I have tried every form of
permissions possible.  It still won't install.
