Public bug reported:

I see little point to both the Enable desktop effects option and the
restricted drivers manager if they refuse to do what the user asks. The
problem is that if the user's monitor isn't properly configured by xorg,
then the user HAS to edit xorg to get the desired results. Once the user
edits the xorg file, the above mentioned features cease to function
unless the user invokes the reconfigure command it calls for which
brings you right back where you started. Am I missing something? I could
let it reconfigure xorg, enable the effects/driver then adjust xorg, but
then it would just complain if I decided to disable the options later.
