Availability: The package is in universe, and building without issues

Rationale: - libutempter is a dependency for xterm (main). To sync the new 
version of xterm, we need libutempter to get into main also.
- its also a optional dependency for kde4libs

Security: The package has only 1 CVE from 2004. (http://cve.mitre.org
/cgi-bin/cvename.cgi?name=CVE-2004-0233)

Quality assurance:

 Only 1 bug in debian at this moment, and its a minor bug.
 Also the package doesn't ask any questions when installing (its a lib).

      The status of important bugs in Debian's, Ubuntu's, and upstream's bug 
tracking systems must be evaluated. Links to these bug trackers need to be

    * We should just be able to keep it in sync with Debian, no ubuntu changes
