Please sync libmng 1.0.9-3 (main) from Debian unstable (main).
Explanation of the Ubuntu delta and why it can be dropped:
We can sync the current package as debian has incorporated dropping of
obselete build depends
Changelog since current maverick version 1.0.9-1ubuntu1:

* Added patch to fix installation of headers files for libmng-dev and better
