eucalyptus-cc upstart post-stop script is supposed to kill the process
with pidfile /var/run/eucalyptus/net/euca-dhcp.pid...
Could you check that you have an unmodified /etc/init/eucalyptus-
cc.conf, that you still have /var/run/eucalyptus/net/euca-dhcp.pid
corresponding to the dhcp3 process left running, and if yes, potentially
instrument the post-stop script to see how it runs ?
