Some more info - it's raining in Calgary now, so I changed my home city to that. I looked in /usr/share/icons/Humanity-dark, and all the "showers" icons look good. However, the rain icon in the panel is not one of the Humanity icons, and it has a black border. The tooltip describes the weather as "Light rain, Overcast".
