silvan's solution (#20) worked for me, on an HP EliteBook 6930p, running Lucid (thanks man - I've been looking for a solution to this issue for a long time!).
Inexplicably, I still have a problem where switching to/from AC power triggers a brightness change to a very low level. This happens if I am switching from battery to AC or vice-versa. All of my gconf-editor and power management settings are set to 100% brightness with battery-power dimming disabled. Indeed, when the dimming occurs, it doesn't actually change the brightness setting (it still shows 100%), but the screen is dimmer anyway. It's very annoying, but at least with the above fix I am able to hit Fn+F10 (brightness up) to reset it back to proper full brightness.
