Public bug reported:
1. Enable Desktop Effects through System->Preferences->Desktop Effects menu
2. Select any menu item from "System->Administration" which requires password
prompt
3. Password prompt appears, but it does not take keyboard inputs
4. After disabling Desktop Effects (item 1 above) - it works fine
