This effect does not occur when the system is booted without KMS (Kernel Mode Setting), i.e., kernel param nomodeset.
It observe the immediate precursor for strange behaviour as Plymouth's entry into framebuffer mode for its splash screen. The stripes appear in Plymouth's graphics as well. Also, when entering the text consoles (Ctrl+Alt+F1) after Plymouth's start, the framebuffer text appears only on a quarter of the screen, as opposed to "classic" BIOS text which appears on the whole screen.
