This bug contains different issues. The initial bug report is about the
missing org.eclipse.cvs. This is not a bug. You can get org.eclipse.cvs
by installing the eclipse-plugin-cvs package.
Another issue is that users want to install a plugin which requires PDE
and they haven't installed the eclipse-pde package. We have updated the
description of the eclipse-platform: "Please note that many plugins will
fail to install if you don't have the eclipse-pde package installed."
You either install eclipse-platform and eclipse-pde, or eclipse, which
depends on both of them.
