I'm marking this as invalid.  The mutter packages don't conflict with
the metacity packages, and mutter does not provide /usr/bin/metacity, so
it can't be a drop-in replacement for metacity.

There's no reason why we shouldn't let metacity and mutter be installed
alongside each other in the same way we let metacity and compiz be
installed alongside each other.
