Please provide the contents of /var/lib/dpkg/info/libc-bin.triggers.
For me it's:
% cat /var/lib/dpkg/info/libc-bin.triggers
interest ldconfig
(libc-bin 2.11.1-0ubuntu7.2 from Lucid)
Why do you think it's a problem with debootstrap?
Have you tried updating the debootstrap package, or some debootstrapped target?
