Please sync libmesh 0.6.4.dfsg-1 (universe) from debian unstable
Reason why Ubuntu changes can be dropped:
* ftbfs_allgather.patch: Implemented upstream
* debian/control: Build against petsc3, fixing uninstallability
due to petsc2 no longer being available. - can be dropped, built on petsc3
in Debian
