Additionally, it looks like the installation error is due to an apache
configuration problem, possibly reflecting a bug in the phppgadmin
package:

Run '/etc/init.d/apache2 reload' to activate new configuration!
apache2: Syntax error on line 233 of /etc/apache2/apache2.conf: Could not open 
configuration file /etc/apache2/conf.d/phppgadmin: No such file or directory
   ...fail!
invoke-rc.d: initscript apache2, action "reload" failed.
