This is due to the configuration file .kde/share/apps/kxdocker/kxdocker_conf.xml missing. It is in fact installed to /usr/share/apps/kxdocker, but kxdocker seems not to use it as a base for the users own configuration. Until that is fixed, copying the file to the users configuration folder is a workaround.
