Public bug reported:
jasper-initramfs is the tool used on preinstalled (oem like) images for
omap architectures to resize the existing rootfs partition and configure
basics of teh system to get oem-config up.
The tool is only installed in preinstalled images and has a fixed
dependency on oem-config, it requires a certain partitioning structure
which is generated by the ubuntu image build infrastructure.
