transmission-cli and transmission-deamon 1.93 from -Proposed appear to
have fixed this problem.

No permissions problems observed in /var/log/syslog
/var/lib/transmission-daemon/info/settings.json is a true symlink to
/etc/transmission-daemon/settings.json
