I found a fix for this. Unmount the Alt CDROM image or disc.
Go to System->Administration->Software Sources and uncheck all the items in the Other Software tab and check the Installable from CD-ROM/DVD in the Ubuntu Software tab. Now mount the image or disc. If you run cdromupgrade this time you should notice there is a progress bar visually active during the Getting new packages step.
