This bug is due to the way the driver checks permissions. It has a
global check for CAP_NET_ADMIN, instead of an ioctl by ioctl based check
ala mac80211.
So, you *can* run the above operations, you just need to use "sudo".
Eg.
$ sudo iwconfig
** Changed in: bcmwl (Ubuntu)
