It sounds like this is definitely a different bug from bug 36815 and
bug 95900 then.

For what it's worth, to make it stick you can:
 1. manually reset the clock (if you have network access,
    "sudo /usr/sbin/ntpdate ntp.ubuntu.com" is the most reliable way to
    do it, assuming that it at least has the timezone right)
 2. immediately run "sudo hwclock --systohc"

Although it probably sticks on the next shutdown anyway.
