Binary package hint: setools

Currently installing selinux on a server drags a lot of useless
graphical stuff, through recommends:

selinux -> policycoreutils -> selinux-policy-default --recommends-->
setools -> tk ->...

Splitting setools into two binary packages, one for GUI tools (seaudit,
apol, sediffx) and one for non-GUI tools, would avoid that.

Alternatively, the refpolicy binary packages (selinux-policy-default)
could suggest setools instead of recommending it. But that's suboptimal,
since it would still be a pain to install setools on servers.
