Sadly, the weird licensing around MPEG codecs means we can not require
using the plugin in "universe" archive. The one in the "partner"
repository has a different legal status, and we *have* to use it
instead. (IANAL, and I do not understand why.)
The hole we stepped in here is that partner repositories so-far are not
migrated/updated until Beta 1 of Ubuntu. This bug makes it obvious that
is a bad idea, and so the people in charge of them are going to
reconsider.
This should be fixed soon, by moving packages in a repository.
