+ POSSIBLE SOLUTION

+ After installing the package "sound-theme-freedesktop" and setting the
+ sound theme to default in the audio properties, empathy makes sounds.

+ There is a file named "message.oga" in the freedesktop-sound-theme, but
+ there's no "message.ogg" in ubuntu's sound theme. So by creating one
+ empathy works.
+
+ In other words: /usr/share/sounds/ubuntu/stereo/message.ogg is missing
+ and needed by empathy to make a sound for incoming and outgoing
+ messages.
