For performance reasons during the boot the default cpu governor in the kernel
is 'Performance'. The /etc/init.d/ondemand initscript should set the governor
to ondemand after boot. Since it's one of the last scripts that get run, it
might be that when you log in the script didn't run yet. Can you check what
/sys/devices/system/cpu/cpu0/cpufreq/scaling_governor
is set to? (Maybe wait a minute or two after login)
