(Note: I am the author of APSW) The packages as made by Ubuntu/Debian have extra install/remove pieces that keep track of Python packages also known as pycentral. For whatever reason that is failing and it is failing for several other packages too - apsw just happens to come first alphabetically.
Unfortunately the logs do not include what the underlying issue is other than an exit code of 2.
