Sorry, but this bug is *not* fixed. The proposed "fix" in Commment #54:
"This bug was fixed in the package apt-xapian-index - 0.37"
does not apply to any currently released Ubuntu & only is available in an Alpha
(Active Development) system.
10.14 is the current LTS release & according to:
https://launchpad.net/ubuntu/+source/apt-xapian-index
only 0.25ubuntu2 is available for 10.04.

$ apt-cache policy apt-xapian-index
apt-xapian-index:
  Installed: 0.25ubuntu2
  Candidate: 0.25ubuntu2
  Version table:
 *** 0.25ubuntu2 0
        500 http://us.archive.ubuntu.com/ubuntu/ lucid/main Packages
        100 /var/lib/dpkg/status
$ uname -a
[snipped]  2.6.32-23-generic #37-Ubuntu SMP Fri Jun 11 07:54:58 UTC 2010 i686
GNU/Linux

CPU usage (daily) is approx 97-98%.

Please reopen this bug, will actual testing, for Lucid. Users should not
be expected to install pre-released alpha packages to resolve an LTS
issue.
