Binary package hint: python-apt

I don't know whether this is a bug...

If the directory /var/cache/apt/archives does not exist, then the
following Python code fails:

import apt_pkg
apt_pkg.init()
apt_pkg.GetLock(apt_pkg.Config.FindDir("Dir::Cache::Archives")+"lock") # always 
return -1. always fails.

I am using Ubuntu 10.04 x86_64. All packages are of the latest version.
