This is actually a kernel packaging issue, as confirmed by cjwatson:
<ttx> cjwatson: looking at
https://bugs.launchpad.net/ubuntu/+source/ubuntu-meta/+bug/576066 ... I'm not
sure it's categorized correctly. Are the kernel modules available to the Server
installer really decided by seeds ?
<cjwatson> ttx: no, the kernel packaging decides that
** Package changed: ubuntu-meta (Ubuntu) => linux (Ubuntu)
** Changed in: linux (Ubuntu)
Status: New => Confirmed
