Bzr says clearly: 2010-06-08, at that time latest upstream release was 2.2.19 and you can see this information in link which you've gave. Andrew, I don't know whether you know, but I've explained with libsmbios's maintainer and co-maintainer Loïc Minier, that Loïc Minier will take this sponsorship and he will forward package to Debian.
