Public bug reported:

Binary package hint: initramfs-tools

On Ubuntu lucid, if you create /etc/e2fsck.conf, it does not get included into
the initramdisk when running update-initramfs. But since there are a few
systems, especially embedded hardware, that e.g. do not have a RTC, it is
important to be able to tell fsck to skip certain checks. But this is only
possible if the configuration is available at boot-time.
I suggest an addition to initramfs-tools that checks for the existence of the
configuration file and includes it.

** Affects: initramfs-tools (Ubuntu)
     Importance: Undecided
         Status: New
